Proxy server

Greetings.
I have a client that has employees in asia. My client says that things work best when they use a proxy in the U.S. The questions...

Question(s) 1
Has anyone setup a proxy server here at Vortech? (I'm assuming if you have it's on a dedicated server). And is it legal with TOS (again assuming dedicated or VPS when available)?

Question(s) 2
The other option is this... Has anyone ever created a script-based proxy and be willing to share the experience? So instead of installing a proxy server, I'm looking into the possibility of creating a script (PHP, Perl, etc.) to respond/act as a proxy.

Question(s) 3
Why do you think a U.S.-based proxy would make a website "work better" when connecting from Asia (I believe China and Japan)? Please speculate.

Can't answer the first two, but for #3, I would think that many people block connections from certain countries. I have China, Russia, and several other countries blocked for email and cc purchases.

What do you mean by that? Are you referring to spamming, cracking, and the like?

Yeah. Just if your dealing with someone in another country it gets really hard to go after them if they do something or need to pay you. Obviously some countries have a better track record than others, but this is the reality. Just saying to cover yourself.

I can't see a real benefit of what they are requesting, unless it is because of being blocked or wanting to appear local. I can't see speed being improved unless the isp hops are better thru a proxy. But there are obvious abuses that could go on so you have to scrutinize things. Did they say what the proxy would be used for? Mabe they need a vpn.

I'd guess the reason they want to try and use a proxy is becuase of the "Great Firewall of China" ... China has heavily censored what comes in and out of the country via the internet. At one point in time China even blocked Google.

Yes, this was confirmed. They would also like to have a static IP for each of their users. Very odd requirements, but they want every possible way to track the usage of their employees. I think I'm going to have them set up a proxy in-house off their T1.
