Think its a new Hsphere bug. PHP doesn't get enabled on new accounts or something similar... Turning it off and on fixes it.

Actually I had it happening with a customer on an existing quite established site Matt. It could be quite a securty risk to the site in question too so probably should be raised with psoft if you think it is a bug.
