It sounds to me that this means XUpload does not need to be installed on the server, but instead used in your application (or embedded on a web page). Matrix shouldn't need to be involved for any of that, so since ASPUpload is installed on the servers, XUpload should work just fine.
The bottom line is that Persits ASPEncrypt and ASPUpload are both on the list of components that are supposed to be installed on the servers. Your best bet is to try to use them, and if you get 'Invalid ProgID' just ask Matrix to install the component in question on the server you're using. Here's the list I'm talking about
