2 security issues I wondered if others had

This is not vortech issues, but what is with all the iana spam? I know there was some hijacking and transfer isues that was talked about, I can't find this info now on cert. But I am getting many coming thru there(or appear to). Also I have this ip range that is broadcasting via dhcp. It looks like a zone transfer and dshield.org has it listed. It just goes port after port...from 53 I believe. I contacted level3.net multiple times, but I still get pounded by 209.244.0.3-4 daily. Anybody else getting this...have any info on it. I get:

resolver1.level3.net

then it looks to trace thru some colo stuff and have the following ns info:

ns2.myind.com
pakcom2.emartusa.com
