Mail problem - pls help

Hi. This is the qmail-send program at mail1.hsphere.cc.
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

I am trying to send a mail.

Please somebody translate this message for me.

The recipient's mail server is not accepting your mail. Looks like it's being rejected by a content filter of some kind.

is it a problem in the remote receipient server?

They have faxed saying that they cannot send any mails to any of the domains (there are four hosted under my reseller account) and are being refused.

Is there restriction related to this "21cn.com" domain and IP address at VORTECH servers.

No way to really tell by the mesage above you would need to ask them.

I try to send the mail through local ISP account and got the same error.

Interesting is, they also cannot send mails to any of our domains.
May be a misconfigured mail server in their part
