Question Enom Account

I read in the new reseller manual that we have to make another account (admin account) so that we can create our own knowledgebase and an enom registrar manager. Is this true, us resellers can use our own enom account if we create this admin plan or am i just understanding this incorrectly. Also, If we make this plan, would we get deducted yet another worthless account from our set ones or do we get to do this for free. First i don't see why we had to make 2 separate accounts just to provide hosting. 2nd, in the world would we have to create 3 separate plans just to be able to modify our knowledgebase and possibly (and i stress possibly) manage our enom account?
