Newbie Question about CPANEL

1)Reading from all the posts here i know that CPANEL does
not support automated billing and automated sign up.
Can i use billing manager like phpmanager or modernbill
with CPANEL ? How to integrate them ? What exactly do they
do ?

2) Now suppose my client wants to sign up for 3rd level domain
such mydomain.vortech.com, does modernbill or phpmanager
allows that ?

3) Cpanel and WHM ...is it the same ?

4) Where can my customer get a link to signup ?
I mean in H-Sphere you can click a button and the link
where clients should sign up will show . Now in Cpanel,
do we need to create a form and then configure the new user
manually ?

Pardon my questions, I am totally new to Cpanel.

cPanel as we offer it does not include the automation features your wanting, but I'll answer the questions:

Modernbill and PHPmanager could be installed and integrated with your cPanel account to allow for automated billing and account management. We would not however offer any support for the installation or day to day management of these or any other third party software. you should foolow all of the installation instructions that come with them and contact them for any support.

I don't know of a way offhand to get that to work from a new signup standpoint.

3) Cpanel and WHM ...is it the same ?

No, cPanel is the end user panel. Only you as a reseller get access to WHM which is where you create plans and manage all of your end -user clients.

You would create your users manually in WHM by clicking "add account".
If you wre to integrate wither of the billing managers you mentioned, you could use signup scripts that may come pre-configured with them.
