Looking for .UK help

Can anyone recommend a UK host that can give me a UK static IP, full SSL support, UK based server and my own name servers? I have a single site I want to host there. So no need for a full UK reseller account.

I was reading up on some SEO forums that you get the best results (SERPs) when your site is hosted in, has name servers in, and has a static IP based in, the TLD's country. So given how competitive hosting is, when I launch my .uk hosting business I want the best chance possible of a top ranking. The idea being that my custom single signup page will then create the user's account under my generic.net reseller domain, hosted on the Vortech system, on signup.

Also, in order to be eligible to own a .net.uk domain name you have to be an ISP or host, and be hosted on UK servers.
