Is anyone else noticing slow response time...

All day we have been seening our static web site taking 1-3 minutes to display a page. Other sites including ones on our other host are normal.
A trace route shows 24 hops with several nodes in the Cogent sphere being very eradic and averaging 10% pack loss. That in itself is not unusual from my frequent tests of the Cogent network.
Are others seeing their sites responding very slowly or is my specific path from Eastern Europe?
I am on NT45 and the site is www.denrus.ru There are no scripts or a database used on this site, all those that do were moved to a VPS and they use a different route that is 12 hops from here and is generally very fast.
Normally the non-database dependent site is quick enough on NT45

I have a client on NT45 that also reported this same problem today. I will submit a ticket shortly.

It seems ok today when I checked a few minutes ago. There is still a lot of pack loss at a couple Cogent nodes however, and times on some nodes ranging wildly over a 10-20 times ratio over short periods.
