chmod is a unix only command which would be the equivalent of changing permissions on windows. In a unix shell its a simple as typing in chmod 777 [filename].
If you need permissions changed on a file or folder on a windows plan you'll have to submit a support ticket with your reseller username, end username, domain, and the file or folder you need permissions set on and of course the permissions you would like set.

that is right ... my bad . but wont it be too cumbersome to submit a ticket for every file that my customer needs ? if he is adding some files on a regular basis , he will submit a ticket to me and i would come to know that , and i would again submit a ticket and wait for you to attend to the ticket and then revert back to him ?

Normally not required on windows at least not the way vortech have things seutp anyway. All files should already have read/write access setup (chmod 777 effectively)
