I'm not sure how it works but I believe you have to submit a trouble ticket (TT) and they will review the install. I also think they charge $20.00(us) for each component.

I'm sure you can install Movable Type onto your Cypher hosting plan, but can you please tell me something do you like Movable Type some so much, is not easy to install and you have to do the same thing every time you upgrade. There are other Blogs like b2ev that you can install in 15 min: http://b2evolution.net/
