Ah, I've found the part of Cogeco's AUP that clearly indicates what they're doing. It's in the section titled "Other prohibited electronic mail activities include, but are not limited to" and it reads:
"Sending messages which disrupt another Internet user's equipment - including software, hardware, and user display, or hindering other users in their access to, and use of, the Service." So honestly I wouldn't be surprised to find your Internet access cut off entirely as your IP packets are traversing other people's networks and they've been found to be disrupting the flow of traffic elsewhere ergo you shouldn't even be accessing the Internet. Time to take up quilting! 8-) |

Isn't the alternative to 110 port 1100?
Not sure if it is enabled here though. |

I tried out 1100 as well as 1010 and 1110 and none are operational.
I haven't seen a typical alternate port for POP3 like with SMTP... that was basically my observation - what would be the point of blocking it? The damage is always done sending mail out, thus blocking SMTP. Another thought - perhaps you could just use an alternate protocol entirely as long as your mail client supports it - like IMAP? |

Some equally small and dumb town in the US called Punxatawny does the same thing and there's an ongoing competition between the towns as to whose groundhog is more accurate. All in all, when it comes to technical internet competencies, I think we're better off relying on groundhogs instead of cable companies.
