How to disable SHUT DOWN in WIndows 2000 server
I have Terminal Server running in WIndows 2000 server. My client by accident instead of logoff or Disconnect, they press Start/shut down and bring the entier server down. Is there any option to disable this fuction from normal users?

Is that going to allow the administrator to be able to shut down and the remaining users NOT to be able to shut down? Tha tis what I like to do.... Please advice.

It simply removes the shutdown option. If you wanted to restrict people you'd probably have to look at implementing user policies.
