Create MS SQL tables using CP

Can a user create MS SQL tables using the SQL manager under Web Options in H-Sphere ? If yes , is it only me thats getting errors when trying it ? it gives a 404 error currently . What if the user doesn't have Enterprise Manager ... whats the alternative ?
